The Island Registrar
Every Island Council has a Registrar. On Sint Eustatius, the Registrar is Mrs. Melissa Robins-Spanner, who serves as the First point of contact for the Island Council.
In her absence, the Deputy Registrar takes on this role. During the Island Council meetings, the Registrar is present and sits next to the Island Governor, Ms. Alida Francis, to support her in her role as Chairlady. The Registrar ensures that meetings follow the established rules and procedures.
Together with the Chairlady, the Registrar also signs all official documents relating to the Island Council. In addition, the Registrar provides advice to the Presidium (the daily board of the Island Council) and guides members on procedures for submitting motions, amendments, notes, and initiative proposals.
The Registrar holds an independent position, is ultimately accountable, and reports directly to the Council.
The Registrar's Office
The Registrar's Office is an independent and neutral body. Its staff members work together to support and advise the Island Council.
The office on Sint Eustatius consists of:

- 1 Council Advisor / Deputy Registrar - Ms. Marjani Humphreys
- 1 Administrative Clerk - Ms. Sje-Vaughn Fleming
What We Do
The Registrar's Office is responsible for:
- Preparing, planning, and supporting Island Council meetings
- Providing secretarial, procedural, substantive, and administrative support
- Ensuring clear and effective communication of the Island Council's work
In short, the Registrar's Office ensures that the Island Council operates smoothly, transparently, and according to the rules.
