On Thursday, 20 November 2025 the Island Council approved two key legislations that strengthen the way we operate and serve the community:

  1. Rules of Order for Meetings and other Proceedings of the Island Council Sint Eustatius 2025: The previous version dated back to 2020 and was scheduled for revision in 2021. The revamped Rules of Order has now been formally adopted.
  2. Island Ordinance Travel and Accommodation Costs for the Island Council of Sint Eustatius 2025: This is the first dedicated Travel Ordinance of its kind for the Island Council. Until now, the Council followed the travel ordinance of the Public Entity which was adapted since 2016.

Rules of Order for Meetings and other Proceedings of the Island Council Sint Eustatius 2025

In accordance with Article 17 of the Public Entity Act BES (Wol-BES), the Island Council has the authority to establish ordinances that regulate its internal rules and procedures. These ordinances support the Council in effectively carrying out its duties.

This ordinance consolidates and regulates several important processes and procedures essential to the day-to-day functioning of the Island Council. It provides clear guidance on:

  • The appointment of Island Council members
  • The appointment of Commissioners
  • The appointment of the Island Registrar and Staff
  • The formation and functioning of factions
  • The structure and order of Council meetings
  • The instruments available to the Island Council for the execution of its responsibilities.
  • The budget process
  • The presence of the press and dress-code.

Together, these provisions ensure transparent, efficient, and well-organized governance within the Island Council.

Island Ordinance Travel and Accommodation Costs for the Island Council of Sint Eustatius 2025

In accordance with Articles 120–122 of the Public Entity Act BES (Wol-BES), the Island Council is authorized to establish rules regarding official travel. This ordinance governs the planning of work-related visits and provides a clear outline of the associated financial costs. Its primary purpose is to ensure that such visits are conducted transparently, efficiently, and in compliance with the law, while representing the interests of the public entity and the island. The ordinance further ensures that Council visits contribute to policy development, representation, and intergovernmental cooperation, and facilitates the structured planning of future trips.

Collectively, these measures contribute to a more structured and accountable approach to official travel.
