Dear General Public,
March invites us to stay informed about the decisions and discussions shaping Statia. This edition of the Registrar’s Office Insider offers a closer look at the work carried out in support of the Island Council of Sint Eustatius, the elected representatives of the people of Statia.

This month also recognises Down syndrome, observed globally on World Down Syndrome Day. It is a reminder that inclusive governance means ensuring every voice is acknowledged and represented.

Island Council Instrument (series 2)

INITIATIVE PROPOSALS

Initiative Proposal

While the Executive Council typically submits proposals to the Island Council, every Island Council member also has the right to put forward their own proposal. This is known as the Right of Initiative.

Initiative Proposals is established in Article 150 of the WolBES and further outlined in Article 45 of the Rules of Order for meetings and other proceedings of the Island Council of Sint Eustatius (adopted 20 November 2025).

Through this right, an Island Council member may propose:

  • A new ordinance (local law); OR
  • A decision on another important matter

To submit an initiative proposal, it must be:

  • In writing
  • Signed by the proposing member
  • Submitted to the Chairperson

Before the proposal is discussed in the public meeting, the Executive Council is given the opportunity to provide its views, as it is responsible for implementation. While this input may lead to adjustments, the proposing member is not obligated to amend the proposal. The final decisions rests with the Island Council.

The Initiative Proposal is a key democratic instrument. It ensures that all elected members, including minority parties and independent members, can actively propose solutions, raise issues, and directly represent the interests of the community.

Inclusion in Action: Building an Inclusive Future

Celebrating Differences, Strengthening Community

March shines a light on Down Syndrome but more importantly, it celebrated people.

Down syndrome is a genetic condition that occurs when a person has an extra copy of chromosome 21. While that may sound clinical, what truly matters is this: individuals with Down Syndrome bring unique perspectives, talents, and joy to the communities they are part of.

And here in Statia, community is everything.

People with Down Syndrome are students, friends, colleagues, neighbours, active members of society who contribute to meaningful ways every day. They remind us that inclusion is not about limitations, but about opportunity.

So, what does inclusion really look like?

  • Clear and accessible communication
  • Opportunities to participate in community life
  • Respect, patience, and understanding
  • Creating spaces where everyone feels seen and valued

Inclusive governance plays a role too. When decision-making considers the needs of all residents, it strengthens not just policy but people.

This month, we also celebrate World Down Syndrome Day, a day often marked by wearing bright, mismatched socks. Why socks? Because Chromosomes look a little like socks, and it’s a fun way to celebrate diversity.

So, whether it’s wearing colourful socks, sharing awareness, or simply showing kindness, every small action contributes to a more inclusive Statia.

Because a strong community is one where everyone belongs.
